What is an NOC?

A No Objection Certificate (NOC) was historically a document issued by a Qatar employer permitting a worker to transfer to a new employer. Without it, workers were often unable to change jobs or leave the country. The NOC system was a cornerstone of the kafala (sponsorship) system.

NOC No Longer Required

As of September 2020, Qatar's Ministerial Decision No. 51 of 2020 removed the NOC requirement for most workers. You can now change employers freely if you meet one of these conditions:
You have completed your fixed-term contract
You have worked for your employer for 5 or more years (indefinite contract)
Your employer has violated your contract terms

When You Still Need Employer Consent

⚠️Before completing the minimum contract period (if you have a fixed-term contract)
⚠️If you are leaving before serving your notice period (typically 1-2 months)

How to Change Employer Without NOC

Serve your notice period
Submit a written resignation and serve your contractual notice period (usually 1-2 months).

Obtain a new job offer
Secure a job offer from your new employer. They will initiate the sponsorship transfer.

New employer applies to ADLSA
Your new employer submits a transfer request through the ADLSA online portal.

Current employer is notified
Your current employer has 7 days to respond. If they do not respond, the transfer is approved automatically.
5
QID transfer
Once approved, your Qatar ID (QID) and residency permit are transferred to the new employer.
